Climate Council Special Meeting: Cap-and-Invest Study Findings

Learn about the findings of Vermont’s study on cap-and-invest during the first two hours of this meeting (11:00 am - 1:00 pm). This study was required by the Vermont State Legislature in Act 148 (the 2024 Transportation Bill) to support developing a potential strategy for the State to meet its statutory requirements for cutting climate pollution. The study is happening concurrently with the Climate Action Plan update and will inform the Plan’s recommendations. This study specifically evaluates options for Vermont that include linking with other states’ existing or proposed programs – either the Western Climate Initiative implemented in California and Quebec, or the New York Climate Initiative under development by New York State.

Cap-and-invest programs work by placing a declining cap on greenhouse gas emissions and associating a cost with those emissions. The cost is borne by businesses that emit a large amount of greenhouse gases. Then, proceeds are reinvested in climate strategies that further reduce emissions, such as weatherization or electric vehicle incentives. Participants will hear the results of the study and can then share their thoughts with the Vermont Climate Council during the meeting’s public comment period.
