Municipal Vulnerability Index

The development of the Municipal Vulnerability Index (MVI) is a requirement of the GWSA, and when completed will provide a tool that will support communities in assessing their preparedness for and resilience to the impacts of climate change. Specifically, the MVI is intended to help identify communities that may be most adversely affected by climate change, focusing on the pressures that climate change will place on Vermont’s transportation, electric grid, housing, emergency services, and communications infrastructure, with particular attention to the challenges faced by rural communities across the state in addressing these pressures.

ANR is advancing a contract which will develop the vulnerability index tool and a relative vulnerability assessment of Vermont municipalities. This tool will be key to support the implementation of the Climate Action Plan and will be released in April 2024.

Watch a presentation introducing the MVI tool on February 20 or 23.
